The National Research and Innovation Agency of Indonesia (Badan Riset dan Inovasi Nasional, BRIN) plays a crucial role in advancing science, research, technology, and innovation in Indonesia. BRIN's expansive network, comprising over 100 branch offices and five major campuses, presented significant operational hurdles, particularly at the Serpong campus, which houses over 80 buildings.
The Serpong campus faced considerable bandwidth issues in high-density areas like offices and computer labs. Slow internet speeds hindered access to essential online research databases and collaboration, stifling productivity.
Network instability adversely impacted critical activities such as online training and virtual meetings. Employees reported dropped connections and slow load times, resulting in approximately 300 user complaints daily, eroding morale and effective communication.
Excessive UTP cabling created significant complexity. In one instance, a misplugged cable led to a severe network loop that caused downtime, prolonging troubleshooting efforts and affecting multiple departments reliant on stable connectivity.
The diversity of vendor equipment compounded challenges, and the absence of a centralised management system made monitoring and troubleshooting increasingly difficult. Identifying and resolving issues across BRIN’s dispersed offices required considerable time, extending outages and disrupting workflow.
To address these challenges, BRIN partnered with Ruijie and the certified partner, PT Tekno Logika Utama, to implement the Simplified Optical Ethernet (SOE) solution, which included several key components:
The SOE solution upgraded the infrastructure with 100G connections to critical buildings. Passive optical components simplified cabling, improving speed and reliability for researchers.
The implementation of fanless switches facilitated efficient deployment of Fiber to the Room (FTTR), delivering 10G connectivity to individual rooms while enhancing user experiences. These energy-efficient devices utilised Coarse Wavelength Division Multiplexing (CWDM) technology to maintain optimal bandwidth.
Network stability was improved through a redesigned access point (AP) deployment, customising AP types and locations for meeting rooms and high-density workspaces while deploying Wi-Fi 6 technology for better performance.
WIS Cloud enabled BRIN to efficiently monitor and troubleshoot the network. Centralised management streamlined maintenance tasks and allowed for quick identification of network issues across offices, significantly enhancing workflow efficiency.

With the implementation of 100G connections and 10G connections to individual rooms, the network observed a tenfold increase in capacity, allowing researchers and staff to engage efficiently in various applications.
The optical network facilitated logical isolation, requiring less physical space for equipment, which streamlined maintenance and addressed prior cabling complications.
The deployment of enterprise-grade Wi-Fi 6 access points ensured reliable connectivity, resolving previous wireless issues that hindered online training and meetings, ultimately decreasing user complaints.
WIS Cloud enabled centralised network monitoring, giving IT personnel valuable tools for optimisation and troubleshooting. This enhanced management capability addressed previous oversight issues, enabling faster resolution of network problems.
BRIN is now better equipped to support its research mission and foster collaboration within the scientific community.
